Your information source for careers in oil and gas.


Formed in 1998, Newfoundland and Labrador’s Petroleum Industry Human Resources Committee (PIHRC – pronounced “PERK”) is made up of people who work in or closely with our province’s oil and gas industry.


What we do.

The PIHRC mandate is to:

  • Identify labour market issues in the oil and gas sector. We do this through current research or conducting our own, when necessary.
  • Be the primary industry resource for career information – specifically for students, teachers and parents. Our information is focused on careers within the Newfoundland and Labrador oil and gas industry.
  • Work with other agencies to distribute information to those interested in the industry. We work closely with schools and other groups to provide important career information to students, teachers and parents.

PIHRC is co-chaired by the Newfoundland & Labrador Oil and Gas Industries Association (NOIA) and the Canadian Association of Petroleum Producers (CAPP).

In addition to these two seats, there are six additional positions on the committee:

  • One supply and service sector company (NOIA member)
  • One upsteam operator (CAPP member)
  • One member of the Canadian Association of Offshore Drilling Contractors (CAODC)
  • Government of Newfoundland and Labrador – one representative from each of the following departments:
    • Human Resources, Labour & Employment
    • Natural Resources
    • Education


Our work.

The Committee has done extensive work identifying resources, and human resource supply and demand gaps within the offshore petroleum industry. We develop strategies to help educate secondary school students and their educators about regional oil and gas operations and career options. Also, we help promote the regional aspects of the national projects developed by the Petroleum Human Resources Council of Canada.
